I just got new pads, rotors and rear caliper on my jaguar. car doesnt roll when shifting from P to R/D. is his normal??

Hard to say from here. A Jag is a heavy car with lots of rolling resistance under normal conditions, especially if it's one of the older XJ-6 models.

I would jack up each end and try turning each wheel by hand till you pin point the one that is obviously sticking. (the one you can't turn by hand)
