98 s40 t idle

my 98 s40 t has developed wied idleing on start idles ok after which it appears to be starving for fuel have tried all the obvious to no avail ,also when under 1/4 tank starving for fuel

I'd look at a few things, even if it's a process of elimination.

Scan the ecm for trouble codes, jot them down for posting here, and have them cleared so you have a fresh memory in the future.

Check the fuel pressure and change the fuel filter to see if things improve. (filters are cheap and it would be nice to know if it changes anything) If the fuel pump is starting to fail it will also clog the filter with wear material.

Clean the throttle body and the IAC (Idle Air Control) to see if the that helps.
