RE: Fuel filter Location
I have said the same thing about my Grand Caravan and I blame part of it on changing fuel formula since the gas issues of the last several months.

With a car that new I don't suspect typical "wear items" to be a problem yet but it may be worth your while to have a professional do a scan of all the engine functions to see if something is out of sorts.

Of course there are easy things to look at first like tire pressure, clogged air filter, lower ambient temps with fall weather, short trips, etc. I know my MPG takes a nose dive with local driving (low teens) and highway can vary from low to mid 20's and it was over 25 on a regular basis a year ago but in order to get that I used every trick in the book. Never got past 27 MPG.

BTW, despite 100k plugs and non serviceable fuel filter the car does need some attention. Regular oil changes (synthetic 5-30 would help) and an air filter every 25 - 30k miles is still needed. (see your owner's' manual for more details)
